Continuing Safety Surveillance of Air Operators
ประเทศไทยในฐานะรัฐภาคีขององค์การการบินพลเรือนระหว่างประเทศ (ICAO) มีหน้าที่กำกับดูแลความปลอดภัยในการดำเนินงานของผู้ดำเนินการเดินอากาศตามภาคผนวก 6 (ICAO Annex 6) โดย CAAT ดำเนินการตรวจสอบและกำกับดูแลอย่างเป็นระบบตามอำนาจหน้าที่ที่กำหนดไว้ในพระราชบัญญัติการเดินอากาศและข้อกำหนดที่เกี่ยวข้อง
CAAT ดำเนินการกำกับดูแลผู้ดำเนินการเดินอากาศ ผ่านการตรวจสอบทั้งตามแผนและนอกแผน (scheduled and unscheduled inspections) ครอบคลุมทุกด้านของการดำเนินงาน โดยจัดทำแผนการตรวจสอบประจำปีตามระดับความเสี่ยงของ
ผู้ดำเนินการเดินอากาศ ซึ่งกำหนดขอบเขตและความถี่
ในการตรวจสอบให้เหมาะสมกับระดับความเสี่ยง ผลการดำเนินงานด้านความปลอดภัย ข้อกำหนดปฏิบัติการ (Operations Specifications) และขนาดของการดำเนินงาน ทั้งนี้ รอบการตรวจสอบจะอยู่ระหว่าง 12–24 เดือน โดยผ่านกระบวนการตรวจสอบและอนุมัติตามที่กำหนด แนวทางการกำกับดูแลความปลอดภัยของ CAAT จัดทำขึ้นเพื่อเป็นแนวทางในการประเมินผู้ดำเนินการเดินอากาศอย่างครอบคลุม ทั้งในด้านความสามารถในการดำเนินงานอย่างต่อเนื่อง การปฏิบัติตามข้อกำหนด และศักยภาพในการดำเนินงานโดยรวม โดยครอบคลุมขอบเขตการตรวจสอบทั้งหมดตามที่ระบุไว้ในหัวข้อต่อไปนี้
