Overview of the EMPIC (Safety Oversight Management System)

The Civil Aviation Authority of Thailand (CAAT) is implementing a new Safety Oversight Management System called “EMPIC,” which is a system designed specifically for aviation regulators managing safety and security oversight responsibilities, including organization types, licenses, approvals, certifications, and permissions.

CAAT aims to provide a comprehensive and efficient means of conducting various types of audits and certificates/certification processes that can be configured to cover use cases for air operators, maintenance companies, training organizations, production organizations, design organizations, aerodromes, air navigation service providers, aeromedical examiners & centers, and invoice and receipt administration.

Who needs a CAAT-EMPIC account?

As of January 2021, if you fall under the following classifications, you will need to setup a CAAT-EMPIC account.

  • Applicant for the holders of Aircraft Maintenance Organisation (AMO) / Repair Station Approvals – Domestic and Foreign
  • Applicants for Aviation Security Instructor, Regulated Agent, Regulated Postal Authority, Known Consignor.
  • Applications for Public/Private Aerodrome Establishment License, Temporary Take-off and Landing Area Establishment License, Public Aerodrome Operating Certificate, Air Navigation Facility Establishment License for Aerodrome and Heliport (Visual Aids) and Temporary Take-off and Landing Area.
  • Applicants for Air Navigation Services Provider Certificates, Air Navigation Facility Establishment License (for CNS and Meteorological Facilities), and Flight Inspection Operator

Registration and Use of the EMPIC System

Instructions

  1. Before submitting applications to the Civil Aviation Authority of Thailand (CAAT), applicants should verify and ensure that all documents are correct and complete.
  2. When CAAT has finished reviewing the documents and evidence in the application, the system will send an email to the applicants informing them of the Reference code for logging into the EMPIC WEB Account.
  3. To reset and activate your EMPIC@ WEB account, log in to the EMPIC WEB Client and select Forgot user name by entering the customer number you received in the notification email.
  4. CAAT does not permit applicants to change the system-generated “User Name” on behalf of organizations/companies associated with the Air Operator Certificate (AOC).
