On 16 June 2026, the Civil Aviation Authority of Thailand (CAAT) convened a meeting with Thailand’s Approved Training Organizations (ATOs), chaired by Mr. Kajonpat Maklin, Deputy Director General for Civil Aviation Safety Regulation. The meeting was held at CAAT Headquarters to exchange information and discuss the implementation of Advanced Upset Prevention and Recovery Training (Advanced UPRT), as part of ongoing efforts to enhance pilot training standards and strengthen aviation safety in Thailand.
Advanced UPRT is designed to equip pilots with the knowledge and skills necessary to prevent, recognize, and recover from upset flight conditions effectively. The training is recognized internationally as a key safety measure for reducing the risk of Loss of Control In-flight (LOC-I) accidents, in accordance with the guidance provided in ICAO Doc 10011 and the requirements stipulated under Thailand’s TCAR PEL Part-FCL regulations.
During the meeting, participants discussed key aspects of the training programme, including instructor qualifications and readiness, trainee eligibility requirements, and the suitability of aircraft used for training. The discussion also provided an opportunity for ATO representatives to share experiences, exchange views, and offer recommendations to support a harmonized approach to Advanced UPRT implementation in line with aviation safety standards.
As the regulator, CAAT places great importance on the continuous development of aviation training standards and human capital. Through close collaboration with aviation training organizations, CAAT aims to enhance the competency, knowledge, and preparedness of Thai pilots in managing abnormal flight situations, thereby strengthening aviation safety and reinforcing confidence in Thailand’s civil aviation system over the long term.
