An air operator who intend to obtain a certificate for an air operator or the holder of an air operator’s certificate is responsible for establishing and improve airworthiness manual to comply with Announcement of the Department of Civil Aviation the Air Navigation by Aeroplane of AOC Holders B.E. 2553, The Regulations of the Civil Aviation Board No. 85, The Regulations of the Civil Aviation Board No. 86 and Announcement of the Civil Aviation Authority of Thailand relating to Helicopter Operations Requirements B.E. 2563

For the owner or operator of General Aviation is responsible for establishing and improve airworthiness manual to comply with Announcement of the Civil Aviation Authority of Thailand relating to General Aircraft Operations, B.E. 2562
To be used to those involved in the maintenance and operation and shall be submitted to the Director-General of Civil Aviation Authority of Thailand to certify before implementation.

Applicants will need to prepare and provide the documents and information listed under the “How do I apply and What do I need to include with my application” section below

 

How much does it cost?

 

Certification fees: The cost for making an application directly to the CAAT for the approval of Airworthiness Manual which is based on Announcement of the Civil Aviation Authority of Thailand “Certification fees issued under the authority of the Civil Aviation Authority of Thailand B.E. 2561”
• 1000 THB
** Please note that the manual certification fees will only charge fees for amendment of the manual that has been certified by CAAT in the previous certification process and later the operator amended the manual and requested the CAAT to re-certify which is based on Announcement of the Civil Aviation Authority of Thailand “Certification fees issued under the authority of the Civil Aviation Authority of Thailand B.E. 2561”

 

How long does it take?

This timeline can be extended depending on inspection results and finding correction (if any).

15.  Documents special flight operations that have been certified, such as Reduce Vertical Minima (RVSM), Require Navigation Performance (RNP), Extend Range Twin Engine Operation (ETOP), etc.

17.  The draft copy of Maintenance Schedule and Programme current version (if any)
18.  The other document as specified by the Director-General of Civil Aviation Authority of Thailand

What happens next?

There process consists of 3 phases

1) Application phase

1.1)  Submit the request together with the supporting documents to
The Civil Aviation Authority of Thailand (CAAT)

The assigned CAAT inspector will consider checking the documents and record in the system to be able to track the document later.

1.2)  Submit the request together with the supporting documents via E-service: https://eservice.caat.or.th

The assigned CAAT inspector will consider checking the document through the system. The applicant can be tracked manually through the E-Service.

1.3)  After the assigned CAAT inspector have received the documents. The assigned CAAT inspector will proceed to check the completeness of document. If the request is completely correct or in the case that the request is found incomplete the assigned CAAT inspector will notify the applicant to send additional documents. In which the assigned CAAT inspector will notify the applicant within 10 working days and will take further steps if the applicant has already submitted additional documents (if any). If the applicant does not send the additional documents correctly and completely. The assigned CAAT inspector may consider returning the request to the applicant

1.4)  For the applicant who submit the request via E-Service. After the assigned CAAT inspector received the documents, the assigned CAAT inspector will contact the applicant through the system within a period not exceeding 10 working days if the document is completely correct the assign CAAT inspector will take further steps. In the case that the request is incorrect or incomplete the assigned CAAT inspector will notify the applicant to send additional documents or may reject the request and specify the reason in the system

(In case C of A renewal, the application package shall be submitted to the Airworthiness and Aircraft Engineering Department not less than 60 days before current C of A expire date)

2) Inspection phase

2.1)  After the assigned CAAT inspector finishes reviewing the package

⇨ If there is no any finding, the inspection package will be closed by the assigned CAAT inspector (Continue to Approval phase)
⇨ If there is any finding(s), the assigned CAAT inspector will notify the applicant via email. Then the applicant shall review and correct those finding(s) to comply with regulations. The applicant can submit evidence for finding correction via email (the assigned CAAT inspector email) or hard copy.
2.2)  After finding(s) are corrected by the applicant, the inspection package will be closed by the assigned CAAT inspector.

3) Approval phase

3.1)  After the assigned CAAT inspector reviewing the documents and evidence of the corrective action of the applicant (if any), the assigned CAAT inspector will notify the applicant and proceed the internal coordination to issue invoices for manual certification fee and sent to the applicant via email within a period not exceeding 5 working days after notifying the applicant. The applicant must proceed to pay the manual certification fee and the applicant will receive a receipt as evidence via email.

3.2)  The applicant must proceed to pay the manual certification fee, which the applicant will receive a receipt as evidence via email.

3.3)  After the Civil Aviation Authority of Thailand has issued a receipt. The assigned CAAT inspector will proceed to request the approval from the Director of Civil Aviation Authority of Thailand to sign and issue a manual certificate within a period not exceeding 10 working days, the assigned CAAT inspector will notify the result of the consideration and make an appointment via email or other channels to deliver the manual certificate to the applicant.

**NOTE: Receiving methods can be receive at CAAT office (required applicant personnel copy ID card and signature) or EMS delivery

1.  CAAT-AIR-AO-RPM-101 Reliability Programme Compliance and Approval Checklist
2.  CAAT-AIR-AO-RPM-102 Reliability Program evaluation Checklist
3.  Intention letter
4.  Regulatory guidelines Including observing the engine or an important system needed for flight operations of an aircraft
5.  Data collection, recording and evaluation methods for reliability systems such as technical log audits, component failures, delays, ground incident reports, service difficulty reports
6.  Maintenance program for engines, parts or equipment that is condition monitoring or on condition
7.  Maintenance program for major parts or major aircraft systems that do not specify a major repair period
8.  Maintenance items that are designated for Reliability Program by MPD or MRB
9.  Aircraft maintenance items in accordance with the manufacturer’s maintenance plan manual, which is Maintenance Steering Group 3, MSG 3.

1.  CAAT-OPS-CLFOI-305 Compliance Review and Approval Check List
2.  Intention letter
3.  Current MMEL from stage of design
4.  Current aircraft equipment list
5.  Modification list and associated detail
6.  A draft copy of MEL
7.  A draft copy of MEL current version (if any)
8.  The other document as specified by the Director-General of Civil Aviation Authority of Thailand

What happens next?

There process consists of 3 phases

1) Application phase

1.1)  Submit the request together with the supporting documents to
The Civil Aviation Authority of Thailand (CAAT)

The assigned CAAT inspector will consider checking the documents and record in the system to be able to track the document later.

1.2)  Submit the request together with the supporting documents via E-service: https://eservice.caat.or.th

The assigned CAAT inspector will consider checking the document through the system. The applicant can be tracked manually through the E-Service.

1.3)  After the assigned CAAT inspector have received the documents. The assigned CAAT inspector will proceed to check the completeness of document. If the request is completely correct or in the case that the request is found incomplete the assigned CAAT inspector will notify the applicant to send additional documents. In which the assigned CAAT inspector will notify the applicant within 10 working days and will take further steps if the applicant has already submitted additional documents (if any). If the applicant does not send the additional documents correctly and completely. The assigned CAAT inspector may consider returning the request to the applicant

1.4)  For the applicant who submit the request via E-Service. After the assigned CAAT inspector received the documents, the assigned CAAT inspector will contact the applicant through the system within a period not exceeding 10 working days if the document is completely correct the assign CAAT inspector will take further steps. In the case that the request is incorrect or incomplete the assigned CAAT inspector will notify the applicant to send additional documents or may reject the request and specify the reason in the system

(In case C of A renewal, the application package shall be submitted to the Airworthiness and Aircraft Engineering Department not less than 60 days before current C of A expire date)

2) Inspection phase

2.1)  After the assigned CAAT inspector finishes reviewing the package

⇨ If there is no any finding, the inspection package will be closed by the assigned CAAT inspector (Continue to Approval phase)
⇨ If there is any finding(s), the assigned CAAT inspector will notify the applicant via email. Then the applicant shall review and correct those finding(s) to comply with regulations. The applicant can submit evidence for finding correction via email (the assigned CAAT inspector email) or hard copy.
2.2)  After finding(s) are corrected by the applicant, the inspection package will be closed by the assigned CAAT inspector.

3) Approval phase

3.1)  After the assigned CAAT inspector reviewing the documents and evidence of the corrective action of the applicant (if any), the assigned CAAT inspector will notify the applicant and proceed the internal coordination to issue invoices for manual certification fee and sent to the applicant via email within a period not exceeding 5 working days after notifying the applicant. The applicant must proceed to pay the certification fee and the applicant will receive a receipt as evidence via email.

3.2)  The applicant must proceed to pay the manual certification fee, which the applicant will receive a receipt as evidence via email.

3.3)  After the Civil Aviation Authority of Thailand has issued a receipt. The assigned CAAT inspector will proceed to request the approval from the Director of Civil Aviation Authority of Thailand to sign and issue a certificate of airworthiness within a period not exceeding 10 working days, the assigned CAAT inspector will notify the result of the consideration and make an appointment via email or other channels to deliver the certificate of airworthiness to the applicant.

**NOTE: Receiving methods can be receive at CAAT office (required applicant personnel copy ID card and signature) or EMS delivery
