On 17 June 2025, The Civil Aviation Authority of Thailand (CAAT) and the French Civil Aviation Authority (DGAC France) officially signed Annex 9 to the Memorandum of Understanding on Technical Cooperation during a formal ceremony held in Paris, France. The agreement reinforces the longstanding partnership between the two regulatory agencies and their shared commitment to aviation safety.
The agreement was signed by Air Chief Marshal Manat Chavanaprayoon, Director General of the Civil Aviation Authority of Thailand, and Mr. Damien Cazé, Director General of the French Civil Aviation Authority. This renewed annex expands cooperation in three key areas:
- State Safety Programme (SSP)
- Organization and Training
- Airworthiness (AIR), Flight Operations (OPS), and Personnel Licensing (PEL)
Supported by Airbus, this annex builds on the previous agreement signed on 11 May 2023 and extends the cooperation period for an additional two years.
DGAC France continues to play a vital role in supporting CAAT, particularly during Thailand’s regulatory transition to the Thai Civil Aviation Regulations (TCARs) and in preparation for the upcoming ICAO USOAP Audit scheduled for August–September 2025.
This signing reaffirms CAAT’s commitment to enhancing civil aviation safety standards in line with international practices, while further strengthening high-level collaboration between the two authorities.
