CAAT, Thai Pilots Association, and IFALPA Jointly Organize the Workshop “Positive Safety Culture for Leadership” to Strengthen the Foundation of a Positive Safety Culture in Thailand’s Aviation System

On 27 October 2025, the Civil Aviation Authority of Thailand (CAAT), in collaboration with the Thai Pilots Association and the International Federation of Air Line Pilots’ Associations (IFALPA), organized a workshop on “Positive Safety Culture for Leadership” at the Head Office of Thai Airways International Public Company Limited.

Before the seminar officially began, the host invited all participants to stand and observe one minute of silence in remembrance and deepest respect for Her Majesty Queen Sirikit, The Queen Mother of Thailand.

The event was honored by Air Chief Marshal Manat Chavanaprayoon, Director General of the Civil Aviation Authority of Thailand, delivered the opening speech. The workshop was attended by executives and representatives from CAAT, State aviation agencies, civil aviation organizations, and related stakeholders.

The objective of this workshop was to build and promote a Positive Safety Culture within aviation organizations, emphasizing the critical role of leadership as the driving force in fostering and sustaining a strong safety culture at all organizational levels.

The workshop featured Captain Helena R. Cunningham and Captain Lucy Evans, experts from IFALPA, who delivered lectures on the development, implementation, and measurement of Positive Safety Culture. They emphasized that the success of establishing a Positive Safety Culture must begin with top-level leadership (Top-Down) to ensure sustainable change across Thailand’s aviation system.
