CAAT NEWS 24/2568 ICAO Conducts Universal Security Audit Programme (USAP) in Thailand Reaffirming CAAT’s Commitment to Strengthening Aviation Security Oversight in Line with International Standards

The Civil Aviation Authority of Thailand (CAAT) welcomed a team of auditors from the International Civil Aviation Organization (ICAO) under the Universal Security Audit Programme (USAP), which is being conducted from 4–18 November 2025. The audit aims to assess Thailand’s effectiveness in implementing ICAO Standards and Recommended Practices (SARPs) related to aviation security (AVSEC).

Prior to the official opening session, the participants paid tribute to Her Majesty Queen Sirikit, the Queen Mother in remembrance of Her Majesty’s boundless grace and benevolence.
The opening remarks were then delivered by Mr. Callum Lewis Vine, the Head of the ICAO Audit Team, who officially commenced the audit. The audit team is comprised of:

  1. Mr. Callum Lewis Vine – Regulatory Framework and the National Civil Aviation Security System, Quality Control Functions, and Security Aspects of Facilitation
  2. Mr. Mohamed Faizal Bin Parman – Training of Aviation Security Personnel and Response to Acts of Unlawful Interference
  3. Mr. Mohammed Alamgir – Airport Operations, Passenger and Baggage Security
  4. Mr. Derek Cheang – Aircraft and In-flight Security, Cargo, Catering and Mail Security

The audit involves participation and cooperation from elevant Thai agencies, including the Airports of Thailand Public Company Limited (AOT), Royal Thai Police, Immigration Bureau, the Thai Customs Department, Department of Consular Affairs, National Cyber Security Agency (NCSA), Aeronautical Radio of Thailand Limited (AEROTHAI), and the airlines selected for assessment.

Air Chief Marshal Manat Chavanaprayoon, Director General of the Civil Aviation Authority of Thailand, stated: “CAAT places the highest importance on maintaining robust standards of aviation safety and security, which form the foundation of the global aviation system. This ICAO USAP audit serves as an excellent opportunity to reaffirm Thailand’s strong, transparent, and internationally compliant aviation security oversight system. CAAT remains committed to continuously enhancing its capabilities through close collaboration with all stakeholders to ensure that Thai aviation remains safe and secure in every dimension.”

The ongoing USAP audit marks another significant milestone in reinforcing Thailand’s commitment to international aviation security standards and strengthening global confidence in the country’s oversight system for sustainable development of the aviation sector
