The Civil Aviation Authority of Thailand (CAAT), in collaboration with Boeing Global Services, a division of The Boeing Company, organised a workshop “CBTA Implementation for Training Organisations – Maintenance Training Organisation (MTO)” on 31 March 2026 at Miracle Grand Convention Hotel. The event was presided over by Mr. Kajonpat Maklin, Deputy Director General.
The workshop demonstrates the joint efforts of CAAT and Boeing to enhance the standards of aviation maintenance personnel training in Thailand in alignment with international standards. The event featured distinguished CBTA experts from Boeing, including Larry Lambdin, Senior Manager, Boeing Maintenance Training; Steve Pennington, Lead, Maintenance Training; and Brian Ching, Lead Practical Training Instructor, who delivered technical insights, led interactive workshop sessions, and shared their professional experience.
Participants, comprising personnel from Maintenance Training Organisations (MTOs), gained comprehensive understanding of Competency-Based Training and Assessment (CBTA), including maintainer competencies and practical approaches to implementing CBTA in training delivery and personnel assessment.
The workshop emphasized active participation, particularly through case study-based exercises, where attendees collaboratively analyzed scenarios to identify root causes of issues in terms of competency gaps. This hands-on approach enhanced participants’ practical understanding and their ability to apply CBTA principles effectively.
The objective of the workshop was to support MTOs in adopting CBTA within their organisations, focusing on developing trainee competencies for real-world performance, while strengthening systematic and standardized assessment methods. The initiative also promotes the transition from traditional Content-Based Training to CBTA, in accordance with the standards of the International Civil Aviation Organisation (ICAO), ultimately contributing to the advancement of Thailand’s aviation maintenance personnel to meet global standards.
