On 16 July 2026, the Civil Aviation Authority of Thailand (CAAT) organized a workshop entitled “Review of Aviation Inspector Competencies” to strengthen the capabilities of aviation inspectors and personnel responsible for human resource development, ensuring their competencies are aligned with international standards. The workshop was conducted with the support of the French Civil Aviation Authority (DGAC France), which shared knowledge and exchanged experiences on the development of aviation oversight personnel.
The workshop focused on enhancing the competencies of personnel responsible for civil aviation safety and aviation security oversight by ensuring they meet the Technical Personnel Qualifications and Training (TPQT) requirements established by the International Civil Aviation Organization (ICAO). It also promoted competency development based on the Competency-Based Training and Assessment (CBTA) approach, enabling personnel to perform their duties effectively in accordance with international standards.
Mr. Kajonpat Maklin, Deputy Director of CAAT, stated that the workshop aimed to communicate CAAT’s policies and strategic direction for the development of aviation inspectors. It also provided an opportunity for inspectors and relevant personnel to review competency requirements, exchange views, and formulate recommendations to further enhance CAAT’s personnel development system under the CBTA framework, ensuring it remains responsive to current and future aviation oversight responsibilities.
The workshop was further enriched by the participation of Mr. Jean-Michel Restout, an expert from DGAC France, who delivered presentations and shared international best practices on aviation inspector competency development. Participants also took part in interactive workshops to exchange experiences, discuss key issues, and jointly develop recommendations for strengthening the competency framework of CAAT’s aviation inspectors.
