Letter of Validation of Foreign TC or STC

Letter of Validation of Foreign Type Certificate or Supplemental Type Certificate to be Used in Application for Certificate of Airworthiness

Introduction

The Letter of Validation for TC or STC serves as evidence to demonstrate that the type design of an aircraft, engine, or propeller, as detailed in the Type Certificate, has been certificated to meet applicable airworthiness standards outlined in CAAT Requirement No. 96 and environmental protection standards in CAAT Requirement No. 97, as specified in the Air Navigation Act B.E. 2497 amended by the Emergency Decree Amending the Air Navigation Act B.E. 2497 B.E. 2558 Section 41/14. A Letter of Validation for TC or STC is a prerequisite for obtaining a Certificate of Airworthiness for an aircraft to be registered in Thailand (Standard or Special Category 1).

Application and required documents

The letter of validation will only be issued for the aircraft type that has not previously been validated. Prior to applying for type acceptance, the applicant should verify whether the aircraft type has already been validated by CAAT at https://www.caat.or.th/en/certificates-licenses/aircraft/acceptance-of-type. The letter of validation can be obtained by submitting the application along with the supporting documents listed below:

  • Intention letter
  • Completed application form
    • The application for a private aircraft must be signed by the aircraft owner, or under a Power of Attorney (POA)
    • The application for an AOC aircraft must be signed by the AOC holder, as the possessor
  • Copy of the Type Certificate or Supplemental Type Certificate
  • Copy of Type Certificate Data Sheet (TCDS)
  • Information regarding the aircraft type design
    • Drawings and the specifications that show compliance with the certification basis
    • Dimensions, materials and airframe manufacturing process
    • Airworthiness limitations specified for the continuing airworthiness of the aircraft
  • Other limitations or conditions on the aircraft type design
  • Statement of Compliance comparing the airworthiness and environmental standards applied by the State of Design those applied by Thailand

Procedure

  1. Application Submission
    • The aircraft owner or possessor submits the application along with supporting documents to CAAT.
  2. Application Review
    • The application package will be reviewed by the assigned staff to ensure compliance will all applicable regulations.
      Remark: The issuance of the Letter of Validation of TC or STC will be cancelled if additional documents found to be missing or incorrect within 30 days after CAAT request.
  3. Preparation of Package
    • The certificate package will be prepared and submitted to DG for approval.
  4. Approval Process
    • The certificate is signed upon satisfactory evidence of compliance with applicable regulations.
  5. Inform Approval
    • The applicant is informed of the approval and receives the Letter of Validation of TC or STC.

Approval Duration

Issuance of the Letter of Validation of TC or STC must be completed within 25 working days.
Remark: Validation duration does not include applicant’s document correction period.

Issuance the Letter of Validation of TC or STC is free.
