Modifications and Repairs Approval Certificate

Introduction

A Modifications and Repairs Approval Certificate serves as evidence to demonstrate that the changes to the type design of an aircraft, engine, or propeller under Modifications or Repairs are in compliance with the applicable airworthiness standards in CAAT Requirement No. 96, and environmental protection standards in CAAT Requirement No. 97.

Application and required documents

There are three phases associated with the Modifications and Repairs Approval Certificate:

Phase 1: Acceptance – The applicant applies for an acceptance of modification or repair data in the form of an acceptance letter, which authorises the modification or repair on the aircraft. The following documents must be submitted:

• Intention Letter
• Completed Modifications and Repairs Approval Application Form (signed by owner or possessor of the aircraft)
• Completed Modifications and Repairs Approval Application Report (signed by owner or possessor)
• Modification or repair instructions acceptable in accordance with CAAT Requirement No. 20
• Supporting documents associated with the Modifications or Repairs

Phase 2: Conformity Inspection – The operator performs the modification or repair in accordance with the accepted data. CAAT may inspect the modification or repair of the aircraft. In case any findings identified during the inspection, the applicant must submit an evidence of corrective actions to CAAT.

Phase 3: Approval – The applicant submits the modification or repair result to CAAT to obtain the Modifications and Repairs Approval Certificate including:

• Intention Letter
• Copy of completed worksheets
• Airworthiness Approval Tags or Certificates of Conformity
• Copy of Aircraft Logbook with reference to the mod or repair data
• Certificate of Release to Service (CRS)

Procedure

Phase 1 Acceptance

1. Application Submission
   • The applicant submits a modification or repair acceptance package to CAAT for initial review and acceptance of the package.
2. Acceptance Application Review
   • An assigned staff reviews the submitted application package to ensure compliance with CAAT Requirement No. 20 on Rules and Procedure for Approval of Modifications and Repairs to Type Certificate Product B.E. 2562.
3. Preparation of Acceptance Package
   • The staff prepares and submits a package for a Letter of Acceptance to DG for approval.
4. Approval for Letter of Acceptance
   • The Letter of Acceptance is approved by DG.
5. Applicant notification
   • The applicant is notified by the staff to obtain the Modification or Repair Acceptance letter.

Phase 2 – Conformity Inspection

         The assigned staff makes an appointment with the applicant for the aircraft modification or repair inspection to ensure if the modification or repair is performed in accordance with the accepted instructions and meets all applicable CAAT continuing airworthiness requirements. Any findings identified during the inspection must be corrected before moving to the next phase.

Phase 3 – Approval

1. Application Submission
   • The applicant submits the modification or repair approval package for initial review and acceptance of the package.
2. Approval Application Review
   • An assigned staff verifies that the submitted application package complies with CAAT Requirement No. 20 on Rules and Procedure for Approval of Modifications and Repairs to Type Certificate Product B.E. 2562.
3. Preparation of Approval Package
   • The staff prepares and submits the approval package to DG for approval.
4. Approval Process
   • DG reviews the package for approval certificate.
5. Applicant notification
   • The applicant is notified by the staff to obtain the Modifications and Repair Acceptance Letter.

Remark: The issuance of the Mods and Repairs Approval Certificate will be cancelled if additional documents found to be missing or incorrect within 30 days after CAAT request.

Approval Duration

Issuance of the Mods and Repairs Approval Certificate must be completed within 36 working days.

Remark: Validation duration does not include applicant’s document correction period.

Modifications and Repairs Approval Certificate Fee

There is no fee associated with the issuance of the Modifications and Repairs Approval Certificate.

Eligibility

An owner or possessor of a Thai registered aircraft is eligible to apply for a Modifications or Repairs Approval Certificate.
