{"id":217911,"date":"2026-09-21T09:14:36","date_gmt":"2026-09-21T02:14:36","guid":{"rendered":"https:\/\/www.caat.or.th\/?post_type=caat_media&#038;p=217911"},"modified":"2026-09-21T09:14:38","modified_gmt":"2026-09-21T02:14:38","slug":"217911","status":"publish","type":"caat_media","link":"https:\/\/www.caat.or.th\/en\/caat-media\/217911\/","title":{"rendered":"CAAT Strengthens the Readiness of Six Air Navigation Service Providers for TCAR ANS, Advancing Thailand\u2019s Air Navigation Regulatory Standards"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Civil Aviation Authority of Thailand (CAAT), through its Air Navigation Services Standards Department (ANS), organized the \u201cTCAR ANS Focus Group Workshop 2026\u201d in collaboration with six Air Navigation Service Providers (ANSPs). The workshop aimed to enhance understanding of the requirements under the Thailand Civil Aviation Regulation (TCAR) for Air Navigation Services, which adopts a Performance-Based Regulation (PBR) approach. It also provided an opportunity to gather feedback and recommendations from service providers in preparation for the planned promulgation of TCAR ANS in 2028 and its subsequent enforcement in 2029.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The workshop was held from 26 August to 18 September 2026, with separate sessions organized for each service provider to facilitate in-depth discussions on their respective services, applicable regulatory requirements, operational challenges, and constraints. The six participating organizations and their workshop schedules were as follows:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">1. Airspace Management Cell (Thailand) (AMC): 26 August 2026, Best Western Chatuchak Hotel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">2. Aeronautical Information Management Department (AIM), CAAT: 31 August 2026, Best Western Chatuchak Hotel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">3. Royal Thai Navy (RTN): 7 September 2026, Best Western Chatuchak Hotel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">4. Office of the Search and Rescue Commission (OSARC): 10 September 2026, Best Western Chatuchak Hotel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">5. Aeronautical Radio of Thailand Ltd. (AEROTHAI): 11 September 2026, Asawin Grand Convention Hotel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">6. Thai Meteorological Department (TMD): 18 September 2026, Best Western Chatuchak Hotel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The focus group format enabled CAAT and the participating ANSPs to jointly examine practical approaches to implementing TCAR ANS requirements in their respective operations. The sessions also facilitated the exchange of experiences, perspectives, and recommendations on performance-based regulatory oversight, helping each service provider develop a common understanding of the requirements and prepare for their implementation in a manner appropriate to its operational responsibilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">CAAT will use the information, operational challenges, and recommendations gathered during the workshop to support the development of regulatory guidance and relevant supporting documentation. These efforts aim to provide greater clarity on compliance with TCAR ANS requirements and facilitate a systematic transition towards their implementation and enforcement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The workshop reflects CAAT\u2019s commitment to working closely with air navigation service providers throughout the regulatory preparation process.
