The Civil Aviation Authority of Thailand (CAAT), led by Mr. Kajonpat Maklin, Deputy Director General for Aviation Safety Standards Oversight, together with representatives from CAAT\u2019s Air Navigation Services Standards Department(ANS), Air Navigation Operations Management Department(AND), and Aeronautical Radio of Thailand Ltd. (AEROTHAI), participated in ICAO Air Navigation World (ANW) 2026 \u2013 Air Traffic Flow Management (ATFM), held from 5\u20139 October 2026 at ICAO Headquarters in Montr\u00e9al, Canada.<\/p>\n\n\n\n

The event provided an opportunity to exchange international experiences, explore developments in air traffic flow management, and prepare for ICAO\u2019s new ATFM requirements, scheduled to become applicable in November 2030.<\/p>\n\n\n\n

Key discussions focused on the implementation of ATFM services, airspace and airport capacity assessment, Airport Collaborative Decision Making (A-CDM), Total Airport Management (TAM), and the integration of Flight and Flow Information for a Collaborative Environment (FF-ICE) to support Trajectory-Based Operations (TBO). The meeting also addressed air traffic management strategies for contingency situations, with an emphasis on improving operational efficiency, capacity, and resilience.<\/p>\n\n\n\n

Thailand has established its ATFM regulatory oversight framework since 2020, led by CAAT\u2019s Air Navigation Services Standards Department. In parallel, CAAT has continued to advance national airspace and air navigation development through working groups under the National Airspace and Air Navigation Master Plan, coordinated by its Air Navigation Operations Management Department. These efforts aim to optimize airspace utilization and strengthen Thailand\u2019s capacity to accommodate growing air traffic demand.<\/p>\n\n\n\n

Building on this foundation, CAAT is preparing for ICAO\u2019s updated ATFM requirements in 2030, including the necessary alignment of national regulations with ICAO Annex 11 and the Procedures for Air Navigation Services \u2013 Air Traffic Management (PANS-ATM, Doc 4444).<\/p>\n\n\n\n

CAAT remains committed to strengthening Thailand\u2019s air navigation services and air traffic management systems in line with the ICAO Global Air Navigation Plan (GANP), the Asia\/Pacific Air Navigation Plan (APAC ANP), and ICAO\u2019s global ATM development priorities.<\/p>\n\n\n\n

Through continued cooperation with air navigation service providers and international partners, CAAT aims to enhance the safety, efficiency, and resilience of Thailand\u2019s air navigation system while supporting the sustainable growth of the country\u2019s aviation sector.<\/p>\n\n\n\n
