class=\"wp-block-heading is-style-caat-heading-underline\">Initial Approval of Repair Station Certificate<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The\u00a0<strong>Civil Aviation Authority of Thailand (CAAT)<\/strong>\u00a0is the Competent Authority for maintenance organisations that are involved in the maintenance of Thai registered aircraft and components intended for fitment thereto as established by\u00a0<strong>TCAR AIR Part-145.A.1<\/strong>\u00a0General.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">CAAT is therefore responsible for the final approval of these maintenance organisations and for establishing procedures that define how <strong>TCAR AIR Part-145 <\/strong>applications and approvals are managed.<\/p>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary>Phase 1: Pre-Application<\/summary>\n<ul class=\"wp-block-list\">\n<li>As a first step, an applicant is required to register in&nbsp;<strong><a href=\"https:\/\/www.caat.or.th\/en\/caat-empic\/\" target=\"_blank\" rel=\"noreferrer noopener\">CAAT-EMPIC<\/a><\/strong><\/li>\n\n\n\n<li>For the pre-application phase, an applicant should submit to below documents to CAAT via CAAT-EMPIC&nbsp;by selecting Form AMO: Application for Initial Repair Station Certficate of Approval\n<ul class=\"wp-block-list\">\n<li>an official letter\/statement which provides the intention to initiate the certification process&nbsp;<\/li>\n\n\n\n<li><strong><a href=\"https:\/\/www.caat.or.th\/wp-content\/uploads\/2026\/02\/CAAT-AIR-FM-CER-RSC-512-Rev.00.pdf\" target=\"_blank\" rel=\"noopener\" title=\"\" aria-label=\"CAAT AIR FM CER RSC 512 Rev.00\"><strong><\/strong><\/a><strong><a href=\"https:\/\/www.caat.or.th\/wp-content\/uploads\/2026\/02\/CAAT-AIR-FM-CER-RSC-512-Rev.00.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Prospective Applicant\u2019s Pre-Assessment Statement of Intent (PAPSI) (CAAT-AIR-FM-CER-RSC-512)&nbsp;<\/a><\/strong><\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>A CAAT-EMPIC Request ID\/Job ID will be generated automatically and this number will be used throughout the certification process.<\/li>\n\n\n\n<li>The applicant should ensure compliance with all applicable regulations, including Repair Station Certificate Requirements (TCAR Part 145), which are available at the CAAT website&nbsp;<strong><a href=\"https:\/\/www.caat.or.th\/en\/certificates-licenses\/repair-unit\/regulation\/\" target=\"_blank\" rel=\"noreferrer noopener\">&gt;&gt;CLICK HERE&lt;&lt;<\/a><\/strong><\/li>\n\n\n\n<li>The applicant will be required to meet (face to face meeting, video conference, etc.) with CAAT to discuss the application and approval processes in order to ensure that all applicable regulations and requirements are met.<\/li>\n<\/ul>\n<\/details>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary>Phase 2: Formal Application<\/summary>\n<p class=\"wp-block-paragraph\">In this phase, an application should be submitted via&nbsp;<strong><a href=\"https:\/\/www.caat.or.th\/en\/caat-empic\/\" target=\"_blank\" rel=\"noreferrer noopener\">CAAT-EMPIC&nbsp;<\/a><\/strong>with the same Request ID\/Job ID.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After submission of required documents from Phase 1 and a pre-application meeting (if applicable), the applicant will receive a notification to submit additional documents as follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Transmittal Letter;<\/li>\n\n\n\n<li><strong><a href=\"https:\/\/www.caat.or.th\/wp-content\/uploads\/2026\/02\/CAAT-AIR-FM-CER-RSC-523R-Rev.00.pdf\" target=\"_blank\" rel=\"noopener\" title=\"\">CAAT Form 2<\/a>;<\/strong><\/li>\n\n\n\n<li><strong><a href=\"https:\/\/www.caat.or.th\/wp-content\/uploads\/2026\/02\/CAAT-AIR-CL-CER-RSC-521-Rev.00.pdf\" target=\"_blank\" rel=\"noopener\" title=\"\"><strong>TCAR AIR Part \u2013 145&nbsp; Statement of Compliance Checklist<\/strong><\/a><\/strong>&nbsp;<\/li>\n\n\n\n<li>The company registration certificate (certificate of trade registration) as detailed on CAAT Form 2 with a translation in English. A courtesy translation may be accepted. The Certificate of Registration should display the Principal Place of Business and the legal entity name;<\/li>\n\n\n\n<li>Copy of juristic person certificate;<\/li>\n\n\n\n<li>Copy of financial statement;<\/li>\n\n\n\n<li>Maintenance Organisation Exposition Manual (MOE) and\/or CAAT supplement capability list with revision date;<\/li>\n\n\n\n<li>Training Program Manual (TPM);<\/li>\n\n\n\n<li>SMS manual (if any);<\/li>\n\n\n\n<li>Completed&nbsp;<strong><strong><a href=\"https:\/\/www.caat.or.th\/wp-content\/uploads\/2026\/02\/CAAT-AIR-CL-CER-RSC-532-Rev.00.pdf\" title=\"\">CAAT-AIR-CL-CER-RSC-532&nbsp;<strong>MOE Review \u2013 Compliance Review and Approval Checklist&nbsp;<\/strong><\/a><\/strong><\/strong><\/li>\n\n\n\n<li>Completed&nbsp;<strong>&nbsp;<strong><a href=\"https:\/\/www.caat.or.th\/wp-content\/uploads\/2026\/02\/CAAT-AIR-CL-CER-RSC-533-Rev.00.pdf\" title=\"\">CAAT-AIR-CL-CER-RSC-533&nbsp;Training Program Manual\/Training Program \u2013 Compliance Review and Approval Checklist<\/a>&nbsp;<\/strong><\/strong> and<\/li>\n\n\n\n<li>Pre-audit result in accordance with 145.A.15(b). (To be submitted after acceptance of draft MOE\/CAAT MOE Supplement\/TPM).<\/li>\n\n\n\n<li>Schedule of Events&nbsp;<strong><a href=\"http:\/\/CAAT-AIR-FM-CER-RSC-522-Application-for-Schedule-of-Events-Rev.00\" target=\"_blank\" rel=\"noreferrer noopener\">CAAT-AIR-FM-CER-RSC-522 Application for Schedule of Events&nbsp;<\/a><\/strong><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Note:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A maintenance organisation with the principal place of business located outside Thailand should develop an MOE as detailed in&nbsp;<a href=\"https:\/\/www.caat.or.th\/wp-content\/uploads\/2026\/08\/CAAT-AIR-GM-501-MOE-R.02.pdf\" target=\"_blank\" rel=\"noopener\" title=\"\"><strong>CAAT-GM-AIR-501<\/strong><\/a>&nbsp;<\/li>\n\n\n\n<li>A maintenance organisation with the principal place of business located in Thailand should develop an MOE as detailed in&nbsp;<a href=\"https:\/\/www.caat.or.th\/wp-content\/uploads\/2026\/08\/CAAT-AIR-GM-501-MOE-R.02.pdf\" target=\"_blank\" rel=\"noopener\" title=\"\"><strong>CAAT-GM-AIR-501<\/strong><\/a> or a CAAT MOE Supplement as detailed in&nbsp;<a href=\"http:\/\/CAAT-GM-AIR-502-CAAT-MOE-Supplement-R.01\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>CAAT-GM-AIR-502<\/strong><\/a>.<\/li>\n<\/ul>\n<\/details>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary>Phase 3: Document Evaluation<\/summary>\n<p class=\"wp-block-paragraph\">The certification team will thoroughly review the application, manuals and related documents to ensure the conformity with regulations and safe operational practices.<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>MOE (Applicable to AMO\/FAMO)<br>CAAT will review the draft MOE (including associated lists and procedures as applicable) to ensure full compliance with TCAR AIR Part-145 and applicable requirements.<\/li>\n\n\n\n<li>CAAT MOE Supplement (Applicable to FAMO)<br>CAAT will review the draft CAAT MOE Supplement together with the reference MOE (including associated lists and procedures as applicable) to ensure full compliance with TCAR AIR Part-145 and applicable requirements.<\/li>\n\n\n\n<li>TPM (Applicable to AMO\/FAMO)<br>CAAT will review the draft TPM to ensure full compliance with TCAR 8 Part 145 and applicable requirements.<\/li>\n\n\n\n<li>Accountable Manager and Nominated Persons<br>CAAT will verify the compliance of the accountable manager and nominated persons with the applicable requirements detailed in <strong><a href=\"https:\/\/www.caat.or.th\/wp-content\/uploads\/2021\/05\/CAAT-GM-AIR-505-Management-Personnel-R.01.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">CAAT-GM-AIR-505 <\/a><\/strong>Management Personnel.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">If there are any non-compliances found, the applicant will be required to rectify these before proceeding to the next phase.<br>It is important to be noted that CAAT will initiate Phase 4 demonstration and inspection activities after receipt of an acceptable:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>draft of the MOE or CAAT MOE Supplement with associated Acceptable NAA\/EASA MOE\/FAA RSQCM<\/li>\n\n\n\n<li>associated documents (Capability List, SMS, Internal procedures, etc.);<\/li>\n\n\n\n<li>completed <strong><a href=\"https:\/\/www.caat.or.th\/wp-content\/uploads\/2026\/02\/CAAT-AIR-CL-CER-RSC-532-Rev.00.pdf\" title=\"\" aria-label=\"CAAT AIR CL CER RSC 532 Rev.00\"><strong><strong><\/strong><\/strong><\/a><strong><strong><a href=\"https:\/\/www.caat.or.th\/wp-content\/uploads\/2026\/02\/CAAT-AIR-CL-CER-RSC-532-Rev.00.pdf\" title=\"\">CAAT-AIR-CL-CER-RSC-532&nbsp;<strong>MOE Review \u2013 Compliance Review and Approval Checklist&nbsp;<\/strong><\/a><\/strong><\/strong>;<\/strong><\/li>\n\n\n\n<li>completed <a href=\"https:\/\/www.caat.or.th\/wp-content\/uploads\/2026\/02\/CAAT-AIR-CL-CER-RSC-533-Rev.00.pdf\" target=\"_blank\" rel=\"noopener\" title=\"\" aria-label=\"CAAT AIR CL CER RSC 533 Rev.00\"><strong><strong><strong><\/strong><\/strong><\/strong><\/a><strong><strong><strong><a href=\"https:\/\/www.caat.or.th\/wp-content\/uploads\/2026\/02\/CAAT-AIR-CL-CER-RSC-533-Rev.00.pdf\" title=\"\">CAAT-AIR-CL-CER-RSC-533&nbsp;Training Program Manual\/Training Program \u2013 Compliance Review and Approval Checklist<\/a>&nbsp;<\/strong><\/strong>;<\/strong><\/li>\n\n\n\n<li>completed <strong><a href=\"https:\/\/www.caat.or.th\/wp-content\/uploads\/2026\/02\/CAAT-AIR-CL-CER-RSC-521-Rev.00.pdf\" target=\"_blank\" rel=\"noopener\" title=\"\" aria-label=\"CAAT AIR CL CER RSC 521 Rev.00\"><strong><\/strong><\/a><strong><a href=\"https:\/\/www.caat.or.th\/wp-content\/uploads\/2026\/02\/CAAT-AIR-CL-CER-RSC-521-Rev.00.pdf\" target=\"_blank\" rel=\"noopener\" title=\"\"><strong>TCAR AIR Part \u2013 145&nbsp; Statement of Compliance Checklist<\/strong><\/a><\/strong>&nbsp;;<\/strong> and<\/li>\n\n\n\n<li>internal quality audit report (pre-audit).<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Note:<\/strong><br>The inspection fee payment must be completed before the CAAT audit.<\/p>\n<\/details>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary>Phase 4: Demonstration and Inspection<\/summary>\n<p class=\"wp-block-paragraph\">The audit will be conducted in accordance with TCAR 8 Part 145, the associated Acceptable Means of Compliance (AMC) \/ GM and relevant procedures and manuals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The following points will be addressed:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Confirmation of the audit schedule including objectives and scope of the audit;<\/li>\n\n\n\n<li>Confirmation of the required interviews and availability of the people involved in the certification process;<\/li>\n\n\n\n<li>Explanation of the method used for reporting non-conformities; and<\/li>\n\n\n\n<li>Confirmation of the applicable regulations and standards.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The accountable manager and all nominated persons will be met and interviewed.<\/p>\n<\/details>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary>Phase 5: Certification<\/summary>\n<p class=\"wp-block-paragraph\">Once the applicant meets TCAR Part 145 requirements, CAAT will issue a Repair Station Certificate and Operations Specification with the appropriate ratings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>1. Certification fee payment<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">CAAT will issue an invoice for the fee and payment must be completed prior to the certificate issuance.<br>If the payment is not completed within 30 days following the date of the invoice, CAAT will consider termination of the certification project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2. Issuance of an approval<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The approval will consist of the following and be formally communicated to the maintenance organisation:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A maintenance organisation certificate;
