{"id":198451,"date":"2023-02-01T10:34:00","date_gmt":"2023-02-01T03:34:00","guid":{"rendered":"https:\/\/www.caat.or.th\/?page_id=198451"},"modified":"2026-02-25T13:44:53","modified_gmt":"2026-02-25T06:44:53","slug":"other-activities-for-repair-station-certificate","status":"publish","type":"page","link":"https:\/\/www.caat.or.th\/en\/certificates-licenses\/repair-unit\/other-activities-for-repair-station-certificate\/","title":{"rendered":"Other Activities for Repair Station Certificate"},"content":{"rendered":"\n<h2 class=\"wp-block-heading has-text-align-center is-style-caat-heading-underline\">Other Activities for Repair Station Certificate<\/h2>\n\n\n\n<p>The&nbsp;<strong>Civil Aviation Authority of Thailand (CAAT)<\/strong>&nbsp;is the Competent Authority for maintenance organisations that are involved in the maintenance of Thai registered aircraft and components intended for fitment thereto as established by&nbsp;<strong>TCAR 8 Part 145.A.1&nbsp;General.<br><\/strong><br>CAAT is therefore responsible for the final approval of these maintenance organisations and for establishing procedures detailing how&nbsp;TCAR 8 Part 145&nbsp;applications and approvals are managed.<\/p>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary>Approval for Change<\/summary>\n<p>An application for change of a maintenance organisation approval shall be made in accordance with&nbsp;<strong>CAAT TCAR 8 Part 145, 145.A.85<\/strong>&nbsp;and appendix IIIA, by using CAAT Form 2 and the associated completion instructions detailed in&nbsp;<a href=\"https:\/\/www.caat.or.th\/wp-content\/uploads\/2021\/05\/CAAT-GM-AIR-504-Form-2-Instruction-R.01.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>CAAT-GM-AIR-504<\/strong><\/a>. The application form should be submitted by&nbsp;<a href=\"https:\/\/www.caat.or.th\/en\/caat-empic\/\" target=\"_blank\" rel=\"noreferrer noopener\">CAAT-EMPIC<\/a>.<\/p>\n\n\n\n<p>An application for change must include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Transmittal letter<\/li>\n\n\n\n<li><a href=\"https:\/\/www.caat.or.th\/wp-content\/uploads\/2021\/07\/CAAT-AIR-RI-201-CAAT-Form-2-Application-Form.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>CAAT Form 2<\/strong><\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.caat.or.th\/wp-content\/uploads\/2022\/01\/CAAT-AIR-RI-103-R.00_TCAR-Part-145-Statement-of-Compliance-Checklist.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>TCAR Part 145 Statement of Compliance Checklist<\/strong><\/a><\/li>\n\n\n\n<li>In cases of name change, a certificate of Incorporation (certificate of trade registration) as detailed on the CAAT Form 2 with a translation in English<\/li>\n\n\n\n<li>Copy of local authority certificate or FAA Certificate or EASA certificate (if any)<\/li>\n\n\n\n<li>Maintenance Organisation Exposition Manual (MOE) and\/or CAAT supplement, capability list with revision date<\/li>\n\n\n\n<li>Training Program Manual (TPM)<\/li>\n\n\n\n<li>SMS manual (if any)<\/li>\n\n\n\n<li><strong>Pre-audit result in accordance with 145.A.15(b)<\/strong>. (To be submitted after acceptance of draft MOE\/CAAT MOE Supplement\/TPM)<\/li>\n<\/ul>\n\n\n\n<p>The process for a change of approval is similar to the initial process for Document Evaluation, Demonstration and Inspection, and Certification.<\/p>\n\n\n\n<p>Example of changes requiring prior approval by CAAT, please see&nbsp;<a href=\"https:\/\/www.caat.or.th\/wp-content\/uploads\/2021\/04\/Procedure-for-Changes-Requiring-Prior-Approval-by-CAAT.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>&lt;EXAMPLE&gt;<\/strong><\/a>.<\/p>\n\n\n\n<p>Any fee impact for the change will be advised by CAAT, and&nbsp;the timeframe related to the approval of a change is highly variable depending upon the nature of the change. The timeframe provided for the processing of an initial approval may be considered as the upper limit. Any fee impact for the change will be advised by CAAT.<\/p>\n<\/details>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary>Continue Surveillance<\/summary>\n<p>As per&nbsp;<strong>TCAR 8 Part 145; 145.A.90<\/strong>, an approval shall be issued for a maximum of 3 years.&nbsp; A continuous monitoring approach is applied between consecutive approvals. The number of audits depends upon the CAAT risk-based assessment (e.g. weakness when dealing with serious or numerous findings, difficulties with closing findings, incidents, etc.). An audit for change does not replace an ad-hoc audit.<\/p>\n<\/details>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary>Certificate Renewal<\/summary>\n<p>At the end of each 3-year validity cycle, an application for renewal may be made in accordance with&nbsp;<strong>TCAR 8 Part 145<\/strong>. This must be&nbsp;<strong><u><em>submitted to CAAT at least 60 days prior to the expiration of the certificate<\/em><\/u>.<\/strong><\/p>\n\n\n\n<p>A renewal application package must include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Transmittal letter<\/li>\n\n\n\n<li><strong><a href=\"https:\/\/www.caat.or.th\/wp-content\/uploads\/2021\/07\/CAAT-AIR-RI-201-CAAT-Form-2-Application-Form.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">CAAT Form 2<\/a><\/strong><\/li>\n\n\n\n<li>Approved Maintenance Organisation Exposition Manual (MOE) and\/or CAAT MOE Supplement with revision date<\/li>\n\n\n\n<li>CAAT Accepted capability list with revision date<\/li>\n\n\n\n<li><a href=\"https:\/\/www.caat.or.th\/wp-content\/uploads\/2021\/04\/AIR-RI-012-Repair-Station-Self-Assessments-Checklist.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Repair Station Self-Assessment checklist AIR-RI-012<\/strong><\/a><\/li>\n\n\n\n<li>Copy of local authority certificate or FAA Certificate or EASA certificate (if any)<\/li>\n<\/ul>\n\n\n\n<p><strong>The renewal process is as initial approval phase 2 \u2013 phase 5.<\/strong><\/p>\n<\/details>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary>Surrender of an Approval<\/summary>\n<p>In cases where a maintenance organisation wishes to surrender a certificate, this should be notified to CAAT by completion of CAAT Form 2 and submitted by email to&nbsp;air-amo@caat.or.th. CAAT will acknowledge receipt of the form.<\/p>\n\n\n\n<p>According to TCAR Part 145, 145.A.55(a)(4), where an organisation terminates its operation, all retained maintenance records covering the last three years must be distributed to the last owner or customer of the respective aircraft or component. In addition, in accordance with 145.A.90(c), the certificate of approval must be returned to CAAT.<\/p>\n<\/details>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary>Suspension and Revocation of an Approval<\/summary>\n<p>CAAT may:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Suspend an approval on reasonable grounds in the case of a potential safety threat;<\/li>\n\n\n\n<li>Revoke or suspend an approval in whole or in part, depending upon the extent of a significant non-compliance (Level 1 finding), until successful corrective action has been taken by the maintenance organisation; and<\/li>\n\n\n\n<li>Suspend, in whole or in part, an approval in cases of failure to comply with the timescales granted by CAAT.<\/li>\n<\/ul>\n\n\n\n<p>A suspension of an approval means that CAAT removes, partially or in whole, the ratings endorsed on the certificate and the MOE.<br>Revocation means that the approval granted is removed in whole and definitively.<\/p>\n<\/details>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary>Approval Reinstatement<\/summary>\n<p>The following applies to suspended approvals only.<\/p>\n\n\n\n<p>Following the acceptance of a corrective action plan by CAAT, the maintenance organisation should commence the implementation of the corrective actions.<\/p>\n\n\n\n<p>At the completion of the implementation process, the maintenance organisation should undertake a full audit to assess compliance with TCAR 8 Part 145.
