Thailand’s Aviation Sector Unites to Advance SAF

SAF Cooperation through MOU

On 17 November 2025, Thailand’s aviation sector reaffirmed its commitment to promote Sustainable Aviation Fuel (SAF) as CAAT signed an MOU with eight Thai airlines—Thai Airways International, Bangkok Airways, K-Mile Air, Nok Air, Thai AirAsia, Thai AirAsia X, Thai Lion Air, and Thai VietJet to support CO₂ emissions reduction from international aviation and prepare for the clean energy transition.

Voluntary SAF Implementation

Key elements under the MOU include:

(1) The use of SAF will be implemented on a voluntary basis.

(2) Airlines may source and refuel SAF without restrictions on suppliers or airports.

(3) The SAF usage in the initial phase is target at 0.5–1 % of total fuel consumption on designated international routes*, with provisions for joint review and potential increase in subsequent phases.

(4) The initiative will commence from 2026 onward.

Environmental Impact and International Alignment

The implementation of SAF in line with the established targets is expected to generate positive outcomes for Thailand’s aviation sector in two key areas:

(1) Carbon dioxide emissions reduction: SAF uptake in 2026 is estimated to reduce CO₂ emissions from international aviation by approximately 60,000 tons of CO₂ equivalent

(2) CORSIA compliance: The reduced CO₂ will ease the burden and demand pressure for CORSIA Eligible Emissions Units (CEEUs) required for offsetting under the ICAO Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA), in line with Thailand’s international obligations

Announcement on the Specification and Quality of Jet A-1 Aviation Fuel

In late 2025, the Department of Energy Business promulgated the Jet A-1 aviation fuel standard regulation, permitting aviation fuel to be blended with SAF at a ratio of up to 50 percent.

The regulation entered into force on 1 January 2026 and represents a key enabling factor supporting both domestic SAF production and the deployment and use of SAF within Thailand

Foundation for Future Policy Development

This cooperation represents a significant step in preparing Thailand for the development of long-term strategies, measures, and policy frameworks on SAF, aligned with national circumstances and international standards.
