Denied Boarding due to Overbooking or Aircraft Type Change (protected under CAAT Regulation 101)
The Civil Aviation Authority of Thailand would like to inform passengers that in cases of flight delays, flight cancellations, or denial of boarding (overbooking), passengers are entitled to protection under Regulation of the Civil Aviation Board No. 101 Measures to Protect Passenger Rights on Domestic and International Scheduled Flights

Thai Air Operator’s flights
- Domestic Flights
- International Flights (Departing from Thailand)
Foreign Air Operator’s flights
- International Flights (Departing from Thailand
What is denied boarding?
This refers to cases where an airline refuses to allow a passenger to board the aircraft, even though the passenger has presented themselves for check-in within the airline’s specified time.
In which cases must the airline provide assistance under the law?
- When denied boarding due to overbooking (i.e. the airline has accepted more reservations than the number of seats available on the aircraft)
- When denied boarding due to an aircraft change, resulting in a reduced number of available seats
What rights do passengers have when denied boarding due to overbooking or aircraft change?
In such cases, passengers are entitled to the same rights as those affected by a flight cancellation.
