1. What is SWIM?
System wide Information Management(SWIM) is a set of standards, infrastructure, and governance for managing and exchanging ATM (Air Traffic Management) information.
Standards
- SWIM relies on internationally agreed standards to ensure interoperability between different aviation systems.
- These include data exchange models (e.g., AIXM for aeronautical data, FIXM for flight data, WXXM for weather data).
- Uses service-oriented architecture (SOA) principles to standardize access to information services.
Infrastructure
- The technical backbone that enables SWIM, including networks, data centers, cloud computing, and service interfaces.
- Consists of middleware, security frameworks, and messaging protocols that facilitate data sharing between aviation stakeholders.
- Ensures real-time, high-quality information access across air traffic management (ATM) systems.
Governance
- A set of rules, policies, and procedures that oversee SWIM operations.
- Ensures data security, quality control, and compliance with international aviation regulations.
- Defines roles and responsibilities for different SWIM participants, ensuring accountability in data management.

3. SWIM Domains
Aeronautical Information Domain
- Includes data about airspace, airports, routes, navigation aids, and NOTAMs (Notices to Airmen).
- Uses AIXM (Aeronautical Information Exchange Model) for standardized data exchange.
Flight Information Domain
- Contains data related to flight plans, aircraft positions, and status updates.
- Uses FIXM (Flight Information Exchange Model) for consistency in flight-related data sharing.
New Operations Information Domain
- Include data about UAS (Unmanned Aircraft Systems) & Urban Air Mobility (UAM), Trajectory-Based Operations
(TBO), ETC. - The New Operations Information Domain enhances SWIM by integrating emerging aviation technologies and improving data-sharing for future ATM operations.
Surveillance Information Domain
- Includes real-time radar, ADS-B (Automatic Dependent Surveillance–Broadcast), and other surveillance data.
- Supports improved situational awareness and safety in air traffic management.
Meteorological (MET) Information Domain
- Provides weather-related data like turbulence, wind speeds, temperature, and storm forecasts.
- Uses WXXM (Weather Information Exchange Model) for standardized meteorological information.

4. The Progression of Thailand System Wide Information Management Master Plan
- It will be completed and announced in May 2025
