Civil Aviation Authority of Thailand (CAAT) shall have the duties and responsibilities for regulating and oversight on the Safety, Security and Facilitation of civil aviation in Thailand. In regulating and oversight civil aviation to promote sustainable development on civil aviation industry, CAAT shall also proceed to comply with the Convention on International Civil Aviation, ICAO Annexes and International Standards.

By the virtue of section 50/13 of Air Navigation Act, 14th Amendment B.E.2562, which contain provisions relating to the power of the Director General of Civil Aviation of Thailand to issue requirements under this Act. Furthermore, the act specified that the provisions relating to the procedures for issuance qualifications and characteristics of the applicant, period, renewal, suspension and revocation of Maintenance Training Organization (MTO) Certificate shall be prescribed in regulations, The Director General of Civil Aviation of Thailand, hereby issued detail regulations concerning the approval of Aircraft Maintenance Training Organisation involved in these tasks as detailed in TCAR PEL Part – 147.

Differences of Initial Approval, Renewal, Amendment, Replacement

Initial Approval of Maintenance Training Organisation (MTO) Certificate

Requirement for the Domestic MTO

  • Be a juristic person of the following types:
    • Government agency, state agency, state enterprise, or other state agency; or
    • A limited company or public limited company registered under Thai law, provided that:
      • Head office is in the Kingdom of Thailand.
      • Objective of providing aircraft maintenance training services.
      • Not less than 51 percent of its total capital or shares belongs to persons of Thai nationality.
      • Not less than 2/3 of the directors, managers, or persons with management authority over the juristic person are of Thai nationality.
  • Have Stable financial status and sufficient capability to conduct the training.
  • Have ownership, possessory rights, or the right to utilize the main premises used for the training.
  • Have personnel with suitable and sufficient knowledge, expertise, and experience for the operation of the maintenance training organization in the positions of Accountable Executive, Head of Training, and other positions as specified in the Maintenance Training Organisation Exposition (MTOE).
  • Have facilities and equipment that are suitable and sufficient for the size of the training organization and the training courses requested for certification.
  • Have a Quality Management System or a Compliance Monitoring System.
  • Not currently under the suspension of a training organization certificate, or it has not been less than two years since the date of revocation of a training organization certificate.

Requirement for the International MTO

  • Same requirements as Domestic MTO, except for No.1
  • Have MTO Certification, issued by the issued by the Baseline Civil Aviation Authority

Phase 1: Pre-Application

  • To initiate the ATO approval process, send an email to [email protected] .
  • The email subject must be “New ATO – [Your Organisation Name]” or “Existing ATO – [Your Organisation Name]”.
  • Letter of Intent (LOI) must contain the following information:
    • Name, title, email address, and phone number of the designated individual who will manage the approval process.
    • The company registration number (if your company is already registered).
    • A detailed description of the scope of approval you are seeking. Provide examples of the type of training, aircraft types.
    • Desired start date for training activities.
  • A CAAT inspector will contact your organisation to schedule a discussion meeting.
  • During this meeting, your ATO management staff should be prepared to discuss the following:
    • The scope of your planned training activities.
    • Training site locations of Theoretical and Practical Training.
    • Profiles and CVs of key personnel you intend to appoint.
    • The date you wish to commence training activities.
    • Target group of trainees.
  • CAAT inspector will provide the following information to you:
    • An outline of all the steps leading to ATO approval.
    • Guidance on how to correctly complete the required approval process documents.
    • Information on where to find applicable regulations and how to retrieve relevant information.
    • An overview of the applicable fees and the payment schedule.
    • Instructions on how to register an account in the EMPIC system.
  • After the pre-application meeting, your MTO management staff will have the opportunity to decide whether to continue with the approval process via EMPIC system.

Phase 2: Formal Application

  • If you decide to proceed, your MTO management staff must complete all required support documents and compose the MTO manuals.
  • All completed documents must be submitted through the CAAT’s EMPIC system.
  • Required Documents:
    • CAAT-PEL-TO-036 Application for Part-147 Initial/Change of Approval (Form 12).
    • A copy of government employee identification card or the order of appointment to assume the role of the head of that agency (if applicable).
    • A copy of the certificate or evidence of juristic person registration or certificate of trade registration containing such particulars as;
      • Name of the juristic person.
      • Registered capital.
      • Objectives.
      • Office address.
      • Current persons authorized to sign and bind the juristic person.
    • A document or evidence of financial position such as financial statements proposed to the shareholders or any other documentary evidence indicating the sources and uses of funds or equity investments, or the statement of financial position issued by a financial institution.
    • A copy of the document substantiating the ownership, the possession of, or the right to use the Main Base.
    • The draft of Maintenance Training Organisation Exposition (MTOE).
    • CAAT-PEL-TO-CK-065 Checklist for Approval of MTOE.
    • CAAT-PEL-TO-CK-064 Checklist for Part 147 Compliance Statement.
    • Proposed schedule of event.
    • Training Need Analysis forms, based on proposed courses.
    • CV/Resume of Accountable Manager, Training Manger, Quality Manager, Examination Manager.
    • CAAT-PEL-TO-035 Details of Management Personnel (Form 4) for Training Manger, Quality Manager, Examination Manager.
    • CV/Resume of Instruction Personnel.
    • MOU/Agreement of training subcontracting (if applicable).
    • Any other associated documents or evidence required by the Director.

Phase 3: Document Evaluation

  • CAAT inspector will assess all submitted documents.
  • If any non-conformities are identified, the CAAT inspector will communicate further guidance or remarks to your organisation via email.
  • The correction can be resubmitted via EMPIC system.

Phase 4: Demonstration and Inspection

  • The audit will be planned only when all ATO manuals are approved.
  • If deemed necessary, a CAAT inspector will contact your organisation to arrange an audit date.
  • The scope of the audit will focus on the MTO premises and the didactic material that will be used to provide instruction.
  • The audit will verify the following elements:
    • Organisation and Personnel
    • Training procedures & Quality system
    • Record keeping methods and procedures
    • Standards of Training
    • Facilities

Phase 5: Certification

  • If all findings are closed satisfactorily, the CAAT will issue the MTO certificate.
  • Training activities may only commence upon receipt of the official MTO certificate from the CAAT.

NOTE: The CAAT will not assess or provide guidelines on MTO manuals and procedures before Phase 3 of this procedure.
