บริการขนส่งทางอากาศระหว่างประเทศแบบประจำ (Scheduled International Air Services)
ข้อมูลเบื้องต้นและช่องทางการติดต่อหน่วยงานที่เกี่ยวข้อง (ภาษาไทย)
1. การปฏิบัติตามความตกลงว่าด้วยบริการเดินอากาศ (Air Services Agreement: ASA)
การเริ่มให้บริการเดินอากาศระหว่างประเทศแบบประจำมายังหรือออกจากราชอาณาจักรไทย ต้องเป็นไปตามความตกลงว่าด้วยบริการเดินอากาศ (ASA) ระหว่างรัฐบาลแห่งราชอาณาจักรไทยกับรัฐบาลของรัฐของท่าน โดยสายการบินจะต้อง
(1) ได้รับการแต่งตั้งเป็นสายการบินที่กำหนด (Designation) อย่างเป็นทางการจากรัฐต้นทาง และ
(2) ได้รับการยอมรับการแต่งตั้งจากประเทศไทย ในฐานะรัฐปลายทางก่อนการเริ่มดำเนินการบินแบบประจำมีกำหนด
2. กระบวนการแต่งตั้งสายการบิน (Designation Process)
ต้องมีหนังสือแต่งตั้งสายการบินมายัง กพท. ตามข้อบัญญัติแห่งความตกลงฯ ที่เกี่ยวข้อง โดยอาจดำเนินการผ่านช่องทางใดช่องทางหนึ่ง ดังนี้
(1) ช่องทางการทูต (Diplomatic Channel) หรือ
(2) ช่องทางระหว่างหน่วยงานการบินพลเรือน (CAA-to-CAA)
ทั้งนี้ ขอให้สายการบินประสานงานกับหน่วยงานการบินพลเรือนของรัฐของท่าน เพื่อดำเนินการแต่งตั้งผ่านช่องทางที่กำหนดไว้ในความตกลง เมื่อ กพท. ได้รับหนังสือแต่งตั้งอย่างเป็นทางการแล้ว จะดำเนินการพิจารณายอมรับการแต่งตั้งตามข้อกำหนดที่เกี่ยวข้องต่อไป
3. การขออนุญาตผู้ดำเนินการเดินอากาศต่างประเทศ (Foreign Air Operator Permit: FAOP)
นอกจากการยอมรับการแต่งตั้งแล้ว สายการบินจะต้องได้รับใบอนุญาตผู้ดำเนินการเดินอากาศต่างประเทศ (FAOP) ตามมาตรา 41/126 แห่งพระราชบัญญัติการเดินอากาศ พ.ศ. 2497 และที่แก้ไขเพิ่มเติม ซึ่งเป็นใบอนุญาตที่จำเป็นสำหรับสายการบินต่างประเทศที่ประสงค์จะให้บริการขนส่งทางอากาศเชิงพาณิชย์มายังหรือออกจากประเทศไทย
4. กระบวนการยื่นคำขอ FAOP ผ่านระบบอิเล็กทรอนิกส์
การยื่นคำขอ FAOP ดำเนินการผ่านระบบ FAOP Portal ของ กพท. โดยสายการบินต้องแต่งตั้งผู้แทนที่ได้รับอนุญาตให้เข้าถึงระบบ (User Account Appointment) และจัดส่งเอกสารดังต่อไปนี้
(1) Letter of Delegation of Authorization — สามารถขอแบบฟอร์มจาก FAOP Portal
(2) เอกสารแสดงตัวตนของบุคคล ดังนี้
(ก) ผู้มีอำนาจลงนามมอบอำนาจ (สำเนาหนังสือเดินทางหรือบัตรประจำตัวที่มีภาษาอังกฤษกำกับ)
(ข) ผู้แทนที่ได้รับการแต่งตั้ง
ทั้งนี้ หากเอกสารมิได้จัดทำเป็นภาษาอังกฤษ ให้แนบคำแปลภาษาอังกฤษที่รับรองความถูกต้อง
กรุณาจัดส่งสำเนาเอกสารดังกล่าวทางไปรษณีย์อิเล็กทรอนิกส์ไปยัง ไปรษณีย์อิเล็กทรอนิกส์ [email protected] เพื่อดำเนินการตรวจสอบและออกบัญชีผู้ใช้งานสำหรับเข้าสู่ระบบ FAOP Portal ต่อไป

General Information and Contact Details of Relevant Authorities (English)
1. Compliance with Bilateral Air Services Arrangements
The commencement of scheduled international air services into or from the Kingdom of Thailand is subject to compliance with the applicable bilateral Air Services Agreement or other relevant air services arrangements between the Government of the Kingdom of Thailand and the State of the air operator.
In particular, before the initiation of any scheduled operations, the foreign air operator must be:
– formally designated by the competent aeronautical authority of its State; and
– accepted by the aeronautical authority of the Kingdom of Thailand as the destination State.
2. Designation Process
The designation of the airline shall be transmitted to CAAT in accordance with the provisions of the applicable Air Services Agreement or relevant air services arrangements.
Depending on the applicable arrangements, the designation letter may be transmitted through one of the following channels:
– diplomatic channel (Government-to-Government); or
– aeronautical authority-to-aeronautical authority communication (CAA-to-CAA).
Accordingly, Aero Nomad Airlines LLC is kindly requested to coordinate with the competent aeronautical authority of Kyrgyz Republic to initiate the formal designation process through the appropriate channel.
Upon receipt of the official designation, CAAT will proceed with the acceptance of designation in accordance with the regulatory framework of Thailand and the relevant provisions of the applicable air services arrangements.
3. Foreign Air Operator Permit (FAOP) Requirement
In addition to the acceptance of designation, the airline is required to obtain a Foreign Air Operator Permit (FAOP) in accordance with the Thai Air Navigation Act B.E. 2497 (1954), as amended, particularly Section 41/126.
The FAOP constitutes a mandatory authorization for foreign air operator intending to conduct commercial air transport operations to and from Thailand.
CAAT recommends that the foreign air operator initiate the preparation of its FAOP application in parallel with the designation process in order to facilitate the timely commencement of operations, subject to the completion of all applicable requirements.
4. FAOP Application Process — Portal Registration
The FAOP application is conducted through CAAT’s online FAOP Portal.
To appoint authorized representative(s) for access to the FAOP Portal, the foreign air operator is required to submit the following documents:
– Letter of Delegation of Authorization;
– identification documents of the authorising person; and
– identification documents of the appointed representative(s).
Where any document is not issued in English, a certified English translation should also be provided.
Kindly submit copies of the above documents to the FAOP Division at [email protected] for further processing. Upon verification and approval, CAAT will issue official user credentials enabling access to the FAOP Portal for submission of the permit application and supporting documentation.
