Amendments to operational manuals and documents, including changes subject to TCAR OPS ORO.GEN.130, shall be managed in accordance with the applicable requirements.
The types of changes affecting the Air Operator Certificate (AOC), Operations Specifications (OPS SPEC), or the operator’s Management System are specified in GM1 ORO.GEN.130(a) and (b). The AOC holder shall appropriately manage such changes to ensure continued compliance with all applicable laws, regulations, requirements, and conditions.
Changes Requiring Prior Approval (CR)

Phase 1 – Application
The applicant shall submit the change application through the EMPIC system, together with all required supporting documents.
The submitted information and documentation shall be complete, accurate, and sufficiently clear to enable CAAT to properly identify and assess the nature and scope of the proposed change.
Phase 2 – Document Assessment
CAAT will assess the submitted application, operations manuals, documents, and supporting evidence to determine compliance with applicable laws, regulations, and requirements.
The assessment will commence once the required documentation has been submitted in a complete and satisfactory manner. Where deficiencies are identified, the applicant shall address the deficiencies and/or submit additional information or documentation as required by CAAT.
Phase 3 – Demonstration and Inspection (if applicable)
Where the proposed change requires demonstration or inspection, the AOC holder shall demonstrate its ability to comply with applicable requirements and safety standards through inspections, test flights, demonstrations, or other relevant assessments, as appropriate to the nature and scope of the proposed change.
CAAT may reduce the scope of, or waive, this phase where deemed appropriate based on the nature and complexity of the proposed change.
Phase 4 – Certification
Upon satisfactory completion of the applicable assessment and inspection activities, CAAT will approve the proposed change and issue the revised List of Approvals (LoA).
Where the proposed change affects the Air Operator Certificate (AOC) or Operations Specifications (OPS SPEC), CAAT will also issue the relevant amended or revised documents and/or pages, as applicable.
The AOC holder shall not implement or commence operations under the proposed change until the relevant LoA has been issued by CAAT.
Processing Time
The application shall be submitted at least 30 calendar days prior to the intended implementation date of the proposed change.
