Initial Certificate of Acceptance of Repair Station Certificate

These Frequently Asked Questions (FAQs) are applicable to maintenance organisations with their principal place of business located outside Thailand.  The FAQs are complementary to and do not supersede or replace any associated regulatory requirements.

CAAT issues two types of Foreign Repair Station Certificates:

  1. Foreign Repair Station Certificate of Approval – this means a foreign repair station certificate issued by an approval process
  2. Foreign Repair Station Certificate of Acceptance – this means a foreign repair station certificate issued by CAAT further to the acceptance of a repair station certificate issued by a foreign competent authority, which is acceptable to CAAT and that certificate was issued in accordance with standards that are not lower than TCAR 8 Part-145

Below is the flow diagram to assist maintenance organisations in determining which Foreign Repair Station Certificate may be applicable to their specific circumstances.

Frequently Asked Questions (FAQ)

1. Which Maintenance Organisations can apply for a Foreign Repair Station Certificate of Acceptance?

Any maintenance organisation meeting all the following conditions may apply for a Foreign Repair Station Certificate of Acceptance:

  1. the location of the principle place of business is outside Thailand
  2. the maintenance organisation holds a valid Part-145 approval issued by a competent authority acceptable to CAAT
  3. the valid Part-145 approval issued by a competent authority acceptable to CAAT is based on standards which are not lower than TCAR 8 Part-145

    Note: The Requirement of The Civil Aviation Authority of Thailand No. 39 Re: Foreign Repair Station Certificate of Acceptance provides specific details relating to b) and c) and is available on the CAAT website.  Summary details are contained in FAQ 2.2.
  4. the maintenance organisation wishes to undertake maintenance at the level of Major Aircraft Appliances, TSO Articles or Aircraft Parts maintenance ratings only (i.e., B and C Ratings.  A (Airframe) ratings require a Foreign Repair Station Certificate of Approval.

    Note: The class and ratings used for the Foreign Repair Station Certificate of Acceptance are the same as those used for the Foreign Repair Station Certificate of Approval and details may be found in TCAR 8 Part-145 Appendix II – Class and ratings system used for the approval of TCAR 8 Part-145 Repair Station Certificate.TCAR 8 Part-145 is available on the CAAT website.
2. Which Competent Authorities with standards not lower than TCAR 8 Part-145 are acceptable to CAAT?

The Requirement of The Civil Aviation Authority of Thailand No. 39 Re: Foreign Repair Station Certificate of Acceptance provides specific details of the Authorities which meet both those criteria.  Currently, this means the European Union Aviation Safety Agency (EASA) and National civil aviation authorities of EASA member States.  The Notification and this GM will be amended from time to time to reflect any change in acceptable authorities and standards.

3. Can a Maintenance Organisation, based outside Thailand but not within Europe, holding a valid EASA Part-145 Repair Station Certificate for B and/or C ratings, apply for a CAAT Foreign Repair Station Certificate of Acceptance?

Yes.  The key requirement is the valid EASA Part-145 approval.  The geographical location is irrelevant.

4. If a Maintenance Organisation holds a CAAT Foreign Repair Station Certificate of Acceptance, should it issue an EASA or CAAT Certificate of Release to Service (CRS Form 1) and if it issues an EASA Form 1 how will Thai Customers know that this is acceptable?

The certificate that should be issued is an EASA Form 1. Holding a CAAT Foreign Repair Station Certificate of Acceptance does not confer privileges to issue a CAAT Form 1.

Customers in Thailand will be aware that an EASA Form 1 is acceptable by reading The Notification of The Civil Aviation Authority of Thailand on Acceptance of Foreign Authorised Release Certificates B.E.2564 (2021).

5. Can a Maintenance Organisation be issued with a CAAT Foreign Repair Station Certificate of Acceptance scope of work that is different from the CAAT Acceptable Competent Authority Part-145 Approved Scope?

No. The scope associated with the CAAT Foreign Repair Station Certificate of Acceptance must form part of that approved in the Part-145 approval by the acceptable competent authority.

6. A CAAT Foreign Repair Station Certificate with an approved scope of work including A, B and C ratings, and a Repair Station Certificate from a CAAT acceptable Competent Authority under acceptable standards

Can a Maintenance Organisation that holds:

  1. a CAAT Foreign Repair Station Certificate with an approved scope of work including A, B and C ratings, and
  2. a Repair Station Certificate from a CAAT acceptable Competent Authority under acceptable standards

apply for a CAAT Foreign Repair Station Certificate of Acceptance?

The maintenance organisation has two options in this case:

  1. Apply for a CAAT Foreign Repair Station Certificate of Acceptance for the B and C Ratings. As a CAAT Foreign Repair Station Certificate of Acceptance is not applicable to A Ratings, the maintenance organisation would also need to continue to hold a CAAT Foreign Repair Station Certificate of Approval for the A Rating scope of work. The maintenance organisation would therefore hold two CAAT Foreign Repair Station Certificates. In this case each certificate would attract a separate fee (see FAQ 2.13).
  2. Continue to hold a CAAT Foreign Repair Station Certificate of Approval with a scope of work including A, B and C Ratings. The maintenance organisation would therefore hold one CAAT Foreign Repair Station Certificate.
7. A CAAT Foreign Repair Station Certificate with an approved scope of work under B and C ratings only, and a Repair Station Certificate from a CAAT acceptable Competent Authority under acceptable standards

Does a Maintenance Organisation that holds:

  1. a CAAT Foreign Repair Station Certificate with an approved scope of work under B and C ratings only, and
  2. a Repair Station Certificate from a CAAT acceptable Competent Authority under acceptable standards

have to apply for a CAAT Foreign Repair Station Certificate of Acceptance?

No. The maintenance organisation has a choice as to whether to continue to hold a CAAT Foreign Repair Station Certificate of Approval or apply for a CAAT Foreign Repair Station Certificate of Acceptance.

8. Does a Maintenance Organisation that holds a CAAT Foreign Repair Station Certificate and wishes to apply for a CAAT Foreign Repair Station Certificate of Acceptance have to surrender the current CAAT Foreign Repair Station Certificate?

Yes. On the day the CAAT Foreign Repair Station Certificate of Acceptance is issued the current Foreign Repair Station Certificate must be surrendered.

9. Can a Maintenance Organisation that holds a Repair Station Certificate from a CAAT acceptable Competent Authority under acceptable standards that includes a D1 rating apply for a CAAT Foreign Repair Station Certificate of Acceptance?

It depends upon how the NDT is performed. In other words, is it associated with privileges under an A Rating, or under B or C Ratings?

Performing NDT on aircraft as part of base or line maintenance where a CRS or NDT report will be released after performing the NDT is considered a privilege under an A Rating. A CAAT Foreign Repair Station Certificate of Acceptance would not be applicable.

Performing NDT on engines or components as part of engines or components maintenance where an EASA Form 1 or NDT report will be released after performing the NDT is considered a privilege under a B or C Rating. A CAAT Foreign Repair Station Certificate of Acceptance would be applicable.

10. What documentation does a Maintenance Organisation need to provide in order to apply for a CAAT Foreign Repair Station Certificate of Acceptance?

The following documentation must be provided as part of the application for a CAAT Foreign Repair Station Certificate of Acceptance:

  1. Application form as mentioned in Clause 5 with the proposed ratings and limitations to maintain the Major Aircraft Appliances, TSO Articles or Aircraft Parts
  2. Copy of the valid Repair Station Certificate issued by a foreign competent authority, which is acceptable to CAAT
  3. Maintenance Organisation Exposition or Repair Station Manuals as approved by a foreign competent authority, which is acceptable to CAAT and in accordance with a foreign repair station approval standard, which is acceptable to CAAT
  4. Corporate Commitment by the Accountable Manager declaring that the Foreign Repair Station Certificate of Acceptance holder will comply with Section 41/103 of the Air Navigation Act B.E. 2497 (1954) and the Requirement of The Civil Aviation Authority of Thailand No. 22 on Reporting of Civil Aviation Occurrences (for a sample Corporate Commitment statement, you can download >>SAMPLE<<)
  5. Name and qualifications of the Accountable Manager, along with evidence of approval or acceptance from the foreign competent authority that issued the Repair Station Certificate
  6. The list of Certifying Staff
  7. Other documents as prescribed and notified by the Director

11. Will CAAT undertake an onsite audit as part of the issuance process for the CAAT Foreign Repair Station Certificate of Acceptance?

For the issuance of a Foreign Repair Station Certificate of Acceptance, CAAT would not normally undertake an onsite audit, however CAAT retains the discretion to undertake such if deemed necessary.

12. What is the validity of the CAAT Foreign Repair Station Certificate of Acceptance?

A CAAT Foreign Repair Station Certificate of Acceptance is valid for 3 years, as long as the Certificate issued by the foreign competent authority on which the CAAT Foreign Repair Station Certificate of Acceptance was based, remains valid.

13. What fees are associated with the CAAT Foreign Repair Station Certificate of Acceptance?

Details of the fees associated with the issuance of a CAAT Foreign Repair Station Certificate of Acceptance are contained in the Ministerial Regulation on Setting Fees and Maximum Rates for Airport Service Charges B.E. 2554, Section (18) Repair Station Certificates, available on the CAAT website.
