โดยที่สำนักงานการบินพลเรือนแห่งประเทศไทยได้ออกข้อกำหนดของสำนักงานการบินพลเรือนแห่งประเทศไทย ฉบับที่ ๑๑๖ ว่าด้วยการปฏิบัติการบินทั่วไป (Thailand Civil Aviation Regulation – Air Operations Part Non – commercial operations with other than complex motor – powered aircraft (TCAR OPS Part-NCO) and Part Non – commercial operations with complex motor – powered aircraft (TCAR OPS Part-NCC)) เพื่อให้ผู้ปฏิบัติการบินทั่วไปสามารถปฏิบัติตามข้อกำหนดของสำนักงานการบินพลเรือนแห่งประเทศไทย ฉบับที่ ๑๑๖ ว่าด้วยการปฏิบัติการบินทั่วไป (Thailand Civil Aviation Regulation – Air Operations Part Non – commercial operations with other than complex motor – powered aircraft (TCAR OPS Part-NCO) and Part Non – commercial operations with complex motor – powered aircraft (TCAR OPS Part-NCC)) ได้อย่างมีประสิทธิภาพ
