The Renewal Process
To ensure that the programs, systems, and intended methods of compliance are thoroughly reviewed, evaluated, tested, and integrated throughout the Air Operator Certificate holder, the process for granting of a renewed Air Operator Certificate and/or Dangerous Goods Permit consists of 4 phases and will normally take following sequence

The renewed Air Operator Certificate shall be granted after the Renewal process is accomplished and found that the continuity of safe operations is maintained. The Air Operator Certificate holder shall demonstrate the capability to maintain the compliance of existing CAAT requirements for an adequate organization, method of control and supervision of flight operations, training program, ground handling and maintenance arrangements consistent with the nature and extent of the operations specified in the Air Operator Certificate and the associated operations specifications.
To hold an Air Operator Certificate (AOC), an AOC holder is required to comply with the following Regulations and Requirements:
- Regulation of the Civil Aviation Authority of Thailand No. 26 on the Air Operator Certificate
- Regulation of the Civil Aviation Authority of Thailand No. 27 on the Operation of Air Operator Certificate holder
- Air Operator Certificate Requirements (AOCR)
- Helicopter Operations Requirements (Additional Requirement for Helicopter)
- The Announcement of the Civil Aviation Authority of Thailand “Certification fees issued under the authority of the Civil Aviation Authority of Thailand B.E. 2561”
Note:
The validity of the renewed Air Operator Certificate (AOC) is not more than 5 years from the date of issuance.
The validity of the renewed Dangerous Goods Permit (DG Permit) is not more than 1 year from the date of issuance.
How To Apply the Renewal of an AOC and/or DG Permit
The application package to apply for the Renewal is required to submit through EMPIC
The Renewal of an Air Operator Certificate with/without Dangerous Goods Permit
To apply for the Renewal of an AOC or apply for Renewal of AOC with/without DG Permit, the AOC holder is required to submit the Application Package for Renewal, including, but not limited to;
- An intention letter to apply for AOC Renewal or AOC with/without DG Permit Renewal
- Documents require;
- CAAT-OPS-AOCFM-403 Application for Renewal of Air Operator Certificate and/or Dangerous Goods Permit
- Copy of existing Air Operator Certificate
- Copy of existing Operations Specifications and List of Authorized Aircraft for Specific Approval
- Copy of existing Air Operator License
- Copy of existing Dangerous Goods Permit (for DG Carrier by Air)
- List of controlled documents and Manual according to AOCR Appendix K
- Statement of Compliance Chapter 1 to 13 (CAAT-OPS-SOC-101 to CAAT-OPS-SOC-113 and/or CAAT-OPS-SOC-151)
- The status of the implementation of the corrective action(s) regarding the existing outstanding findings (if applicable)
- Documents require by security requirements (manuals, training etc.) shall be submitted through the CAAT email [email protected]
- To request for an amendment of the manual and/or information in accordance with Article 3(15) of the Regulation of Civil Aviation Board No. 85 on Air Operator Certificate (if applicable);
- CAAT-OPS-AOCFM-204 Proposal of Manual Amendment Form
- Operator’s Manuals and/or Documents which require to amend.
The Application Package for Renewal of an AOC or Renewal of AOC with/without DG Permit shall be submitted and received by CAAT not less than 120 Days prior to the expiration date of an AOC.
The Renewal of a Dangerous Goods Permit
To apply for the Renewal of DG Permit, the AOC holder is required to submit the Application Package for Renewal, including, but not limited to;
- An intention letter to apply for DG Permit Renewal
- Documents require;
- CAAT-OPS-AOCFM-403 Application for Renewal of Air Operator Certificate and/or Dangerous Goods Permit
- Copy of existing Air Operator Certificate
- Copy of existing Operations Specifications and List of Authorized Aircraft for Specific Approval
- Copy of existing Dangerous Goods Permit
- Dangerous Goods Manual; and
- Dangerous Goods Training Programme
- To request for an amendment of the manual and/or information in accordance with Article 3(15) of the Regulation of Civil Aviation Board No. 85 on Air Operator Certificate (if applicable);
- CAAT-OPS-AOCFM-204 Proposal of Manual Amendment Form
- Operator’s Manuals and/or Documents which require to amend.
The Application Package for DG Permit shall be submitted and received by CAAT not less than 90 Days prior to the expiration date of an DG Permit.
