Dangerous Goods and Prohibited or Special Handling Items Operating License

Dangerous Goods and Prohibited or Special Handling Items Operating License Initial Process
The operators handling Dangerous Goods and Prohibited or Special Handling Items who are required to obtain Dangerous Goods and Prohibited or Special Handling Items Operating License including:
(1) Thai Air Operator
(2) Foreign Air Operator (FAO)
(3) Regulated Postal Authority (RPA) which operates on dangerous goods and prohibited or special handling items within the airport area
(4) Other Entities (OEO) such as handling agents who carry out operations on dangerous goods and prohibited or special handling items on behalf of (1), (2), or (3) within the restricted area of the airport, whether in whole or in part.
No person is allowed to operate Dangerous Goods and Prohibited or Special Handling Items that accompany private aircraft.
The Dangerous Goods and Prohibited or Special Handling Items Operating License process consists of four phases:

Phase 1: Formal Application Phase
An applicant intends to initiate Dangerous Goods and Prohibited or Special Handling Items Operating License, the applicant shall complete and submit the document for applying to CAAT via EMPIC system. The mandatory documents to submit are listed below:
Thai Air Operator
- CAAT-OPS-TDGFM-402 Application for Dangerous Goods Operating License (Thai Air Operator)
- Copy of the existing AOC certificate with OPS SPEC
- Copy of the existing Dangerous Goods Operating License (for renewal)
- OPS-TCDGI-301 OPS – Operation Manual’s Dangerous Goods Segment (Thai AOC)
- Dangerous Goods Manual or other operation manual section dangerous goods
- Dangerous Goods Training Program
Foreign Air Operator (FAO)
- CAAT-OPS-DGFM-501 Application for Dangerous Goods Operating License for Foreign Air Operator
- Copy of AOC Certificate with OPS SPEC (Specific Approval – Dangerous Goods)
- Dangerous Goods Manual or Other Operations Manual Section Dangerous Goods
- Dangerous Goods Training Programs approved by approved by Appropriate Authority
- OPS-TCDGI-306_OPS – Operations Manual Dangerous Goods Segment for Foreign Air Operator
- Copy of Dangerous Goods Authorization (If Any)
- Copy of the previous Dangerous Goods Operating License (For Renewal)
Regulated Postal Authority (RPA)

- Copy of the existing Regulated Postal Authority Number (RPA)
- Dangerous Goods Manual or Other Operations Manual Section Dangerous Goods
- Dangerous Goods Training Programs approved by approved by Appropriate Authority

Other Entities Operator (OEO)
- CAAT-OPS-DGFM-502 Application for Dangerous Goods Operating License for Other Entities Operator (OEO)
- Copy of Company Registration Certificate
- Dangerous Goods Manual or Other Operations Manual Section Dangerous Goods
- Dangerous Goods Training Programs approved by approved by Appropriate Authority
- OPS-TCDGI-307_OPS – Operations Manual Dangerous Goods Segment for Other Entities Operator
- Copy of Company Regulated Agent (RA) (If Any)
- Copy of the previous Dangerous Goods Operating License (For Renewal)
Manuals and/or Document as described in the Guidance for Operations Manual to Regulations of the Civil Aviation Authority of Thailand
Phase 2: Documentation Evaluation Phase
All submitted documents will be thoroughly evaluated to ensure they meet the required standards and requirements.
Phase 3: Demonstration and Inspection Phase
The applicant must demonstrate compliance with regulations and safe operating practices.
Phase 4: Certification Phase
Upon satisfactory completion of all demonstrations and evaluations, CAAT will issue the Dangerous Goods and Prohibited or Special Handling Items Operating License and its applicable Operations Specifications. The license is valid for five years each as specified in the license.
Important Information
- Details of certification fee can be found in the Regulation of the Civil Aviation Authority of Thailand on Expenses for Operations under Section 5/1 of the Air Navigation Act B.E. 2497 (No. 5) B.E. 2565 and Ministerial Regulations prescribing fees and maximum rates for airport service charges (No. 3) B.E. 2567
- The total duration for the process is not less than 59-82 working days, depending on the applicant’s ability to meet the required standards.
- The estimated time frame does not include the duration for correction of incomplete documents, proposal of corrective action plans (CAP), and implementation of corrective actions (closing actions) by the applicant.

Phase 3: Audit Costs
- Formula: 2 inspectors × 4,000 THB × 5 days
- Total: 40,000 THB
Phase 4: License Fees
- Formula: 20,000 THB per license × 5 types
- Total: 100,000 THB
Grand Total: 140,000 THB
This includes both audit costs (40,000 THB) and license fees (100,000 THB).
