Foreign Air Operator Permission (FAOP)
Pursuant to Requirement No. 42 issued by the Civil Aviation Authority of Thailand (CAAT) and Section 41/126 of the Air Navigation Act, foreign air carriers conducting scheduled commercial air transport into or from the Kingdom of Thailand must meet the following qualifications:
- Hold a valid Air Operator Certificate (AOC) issued by the civil aviation authority of a country with a Bilateral Air Services Agreement with Thailand.
- Be designated as the user of air traffic rights under such Agreement.
- Hold documents related to safety.
- Be granted a Foreign Aircraft Operator Security Programme (FAOSP)
- Obtain permission through the Foreign Air Operating Permission (FAOP) system.

Procedures for Designation and Submitting an Application for Foreign Air Operating Permission (FAOP)
Foreign air operators must complete two interrelated processes: designation as an authorized airline and submission of the Foreign Air Operating Permission (FAOP) application. Airlines may submit the FAOP application concurrently with the designation process, but CAAT will verify the FAOP application only after receiving and acknowledging the official designation letter.
Step 1 Designation Process
The designation process begins with the submission of an official designation letter through diplomatic channels. The steps involved are:
- The Civil Aviation Authority (CAA) of the airline’s state submits an official designation letter through the Ministry of Foreign Affairs (MFA) of that state.
- The MFA of the airline’s state forwards the designation letter to the Ministry of Foreign Affairs (MFA) of Thailand.
- The MFA of Thailand submits the designation letter to the Civil Aviation Authority of Thailand (CAAT) for review and processing.
- This process follows the diplomatic channel workflow as outlined:
Airline → CAA of the Airline’s State → MFA of the Airline’s State → MFA of Thailand → CAAT
*Remark* If the Air Service Agreement specifies that designation shall take effect through written notification between the aeronautical authorities of both Contracting Parties, the designation letter can be transmitted from the civil aviation authority of the respective country to CAAT.
Step 2 Account Registration for FAOP System
The foreign air operator must register for an account in the FAOP system before proceeding to submit the FAOP application. The process begins with submitting an official letter from the affiliated organization (Letter of Delegation) to appoint up to three (3) authorized representatives to manage various aspects of the Foreign Air Operating Permission (FAOP) and Foreign Aircraft Operator Security Programme (FAOSP) processes. Representatives may be assigned multiple roles based on the operator’s needs and responsibilities. Only representatives authorized under Section 67/10 of the Air Navigation Act B.E. 2497 must have an address in Thailand.
Instructions
- Submit all documents in English. If documents are originally in another language, certified English translations must be provided.
- Airlines must ensure that all required documents are complete and accurate during the first submission.
- Missing or incomplete documents may delay the process or result in termination of the application.
- Supporting documents should be clearly labeled according to the checklist for ease of verification by CAAT.

Duration
The applicant shall submit an application form, together with documents and evidences in advance at least 120 days prior to its expected start-up date of a commercial air transport into or from the Kingdom of Thailand.
